The Children’s Expert Advisory Group (CEAG) met for their 4th meeting on Tuesday
5 December 2024. This was an online meeting.
Focus of the meeting
The chair, Ms Samantha Taylor, General Manager Children Taskforce, National Disability Insurance Agency (NDIA) welcomed members to their fourth meeting. The meeting focused on NDIS access, support needs assessment and co-design.
NDIA Access
An update was provided on discussions from the CEAG subgroup on Developmental Delay.
The group discussed the current approach to access for children younger than 9 and what needs to be considered for access through reforms to improve the pathway for children seeking access to the NDIS, including process considerations and the experience for children and their families. Members’ feedback focused on the importance of ensuring all children receive the support they need, whether from the NDIS or other service/support systems.
Support Needs Assessment
The NDIA Policy, Evidence and Practice Leadership Division gave a presentation on early concepts related to the new Support Needs Assessment approach, as recommended in the NDIS Review and being delivered through the whole of scheme Assessment and Budgeting Initiative. Members’ feedback included the importance of looking at needs assessment for children as a process, and the need to consider the assessment experience for children and their families.
Co-Design
Members received an update on discussions from the CEAG subgroup on Co-design related to the NDIA’s planned mechanisms to engage parents and carers with lived experience of caring for a child participant younger than 9 in NDIS reforms.

CEAG will meet again on 27th February 2025 (hybrid).
